Notice on Conducting Voluntary Certification for 13 Categories of Fire Products

In order to carry out the decisions and arrangements made by the CPC Central Committee and the State Council for deepening the law-enforcement reforms for fire safety, according to the Opinions of the State Council on Building UP Quality Certification System and Promoting All-round Quality Management (Guofa 〔2018〕No.3), the Guiding Opinions of CNCA on Accelerating the Voluntary Product Certification and real needs of fire product manufacturers, our center has decided to immediately conduct voluntary product certification (see Annex 1 for product directory) for 13 categories of fire products no longer subject to China Compulsory Certification system (including part of fire alarm products). The related work arrangements are hereby notified as follows:
I. Our center has published the implementation rules for voluntary product certification (see Annex 2 for details) for the 13 categories of fire products (including part of fire alarm products) on wwww.cccf.com.cn and www.cccf.net.cn , the main content and certification procedure of which remain consistent with the previous implementing rules and details rules for CCC certification, and the reform measures of “streamline administration and delegate power, improve regulation, and upgrade services” for CCC certification that were previously carried out remain applicable to the voluntary product certification activities to be conducted.
II. As of today, related entities in need for voluntary product certification may submit voluntary certification request for the aforesaid fire products by logging into “online certification service system for fire products” at www.cccf.net.cn.
III. For companies in possession of original valid CCC certification, if they are willing to engage our center to continue with the voluntary product certification, in order to ease corporate burden, our center will make every effort to issue voluntary certification directly to those originally certificated entities confirmed to be able to comply with certification requirements and posing no potential certification risks for free by comprehensive admitting original CCC-related results.
IV. For outstanding original CCC service contracts, in line with the spirit of the reforms to streamline the government, delegate power, and improve government services, and avoid corporate losses, our center will admit completed CCC process and results according to will of companies and continue to complete subsequent certification activities according to the newly-issued implementation rules for voluntary product certification.
V. For the activities mentioned in the item 3 and item 4 above, all related entities are not required to file certification requests to our center but only to make selection and confirm actions themselves according to the prompts to be initiated by our center on the enterprise operation page of the “online certification service system for fire products”. At that time, our center will inform companies via phone call and information push synchronously.
