(Repost) Notice of the Ministry of Public Security of PRC on Normalizing Parking and Charging of Electric vehicles and Strengthening Fire Protection Efforts

In order to prevent fires caused by electric vehicles, protect personal and property safety and maintain public security, according to the Fire Protection Law of the People’s Republic of China and other applicable laws and regulations, the requirements for proper parking and charging of electric vehicles and preventing fires are hereby notified as follows:



1. Fully understand the fire hazards of electric vehicles. In recent years, fire accidents caused by electric vehicles have frequently occurred and have been growing year by year in the country, mainly due to electrical failure. Electric vehicles are mostly parked and charged indoors, sometimes even parked in public spaces such as corridors and staircases, where most parts of electric vehicles which are made of flammable and combustible materials would burn fast once on fire, and produce huge amounts of toxic smoke and fumes, making it extremely easy to cause casualties given the difficulties in escape. On April 25, 2011, a private house in Jiugong Town, Daxing District, Beijing caught a fire, killing 18; on September 25, 2017, a group-leased house in Yuhuan, Taizhou City, Zhejiang Province caught a fire, killing 11. These accidents were both caused by electrical failure of electric vehicles parked indoors, very painful lessons. 



2. Fulfill the responsibility for management of parking and charging. For residential communities and building complexes managed by property service companies or entities in charge, property service companies and entities in charge should manage parking and charging of electric vehicles for fire safety within areas of responsibility according to the Property Management Regulations and other relevant regulations; for those without property service companies or entities in charge, township governments and sub-district offices within the areas of jurisdiction should guide and help villagers committee and residents committee to identify those responsible for fire safety management for parking and charging of electric vehicles according to the Fire Protection Law of the People’s Republic of China and normative documents such as the Administrative Measures for Implementation of Fire Safety Responsibility System issued by the State Council General Office. Residential communities and building complexes should set up designated places for parking and charging of electric vehicles in light of realities where conditions permit.  



3. Normalize the behavior of parking and charging electric vehicles. Citizens should park their electric vehicles in safe places and ensure safety when charging them. It is strictly prohibited to park or charge electric vehicles in public spaces inside buildings such as common corridors, staircases and safety exits. Citizens should refrain from parking or charging electric vehicles in their homes; where parking and charging is absolutely required, protective measures such as isolation and supervision should be taken to prevent fires. 



4. Severely investigate and deal with violations of parking and charging rules. Property service companies, entities in charge, villagers committees and residents committees should immediately make arrangements for examining parking and charging of electric vehicles in residential communities and building complexes to eliminate hazards before it is late. Where any violation of the parking or charging rules is found through inspection, measures should be take to immediately stop and clear; in case of refusal to clear, the case should be reported to fire department or police station. 



5. Strengthen publicity and education efforts for fire safety. Property service companies, entities in charge, villagers committees and residents committees should intensify efforts to publicize commonsense protection against fires caused by parking and charging of electric vehicles and educate residents with typical fire accident cases, guide local residents to become more aware of fire safety and park and charge electric vehicles as required. Never escape blindly in case of electric vehicle fire, but instead choose the proper escape route and methods. 



     

Citizens should consciously comply with fire safety laws and regulations and promptly dial “96119” hotline or report to the police through effective channels when spotting any fire hazards involving electric vehicles and violations of fire safety laws and regulations. 



     

The electric vehicles as referred to in this notice include electric bicycles, electric motorcycles and electric tricycles. 



     

Any violation of this notice will be punished by the police according to law if it constitutes violation of fire control regulations; the violator will be prosecuted for criminal liabilities according to law if a fire results and causes serious consequences and constitutes a crime.
