The 2018 public security and fire protection work conference was held in Beijing on February 1, where the Secretary of Party Committee of the Ministry of Public Security and Minister Zhao Kezhi attended and delivered a speech. He emphasized that all public security organs and firefighting forces are required to keep guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and carry out the spirit of the 19th CPC National Congress and of a series of important instructions given by General Secretary Xi Jinping regarding public fire safety work, firmly grasp the overall requirements for loyalty to the Party, serving the people, impartially enforcing laws and being highly disciplined, enhance “four consciousness”, raise the political stance, deeply carry out the people-centric development ideas, safeguard the lives and properties of people, endeavor to build an invincible army of firefighters that reassures the Party and satisfies the people and constantly write new chapters of the firefighting enterprise in the new era amid reforms and innovation, according to the arrangements and requirements set by the Central Conference on Political and Legal Work and the National Conference of Public Security Chiefs.
Zhao Kezhi pointed out that the CPC Central Committee centered on Xi Jinping highly values public fire safety work. The 19th CPC National Congress started a new journey of building a modern socialist country in all aspects, raising new, more demanding requirements for public fire safety work. It is a must to unswervingly uphold and strengthen the absolute and full leadership of the Party over the public security and firefighting forces, unswervingly uphold full and strict Party discipline and police discipline, endeavor to build an invincible army of firefighters that reassures the Party and satisfies the people, and shoulder the duties and mission of the new era endowed by the Party and the people. It is required to firmly grasp the overall requirements of the Party building in the new era, always put the political advancement first, raise the ideological, political and action consciousness to remain loyal to, support, safeguard and defend the core, steadfastly safeguard the core position of General Secretary in the CPC Central Committee and the whole Party, steadfastly safeguard the authority and centralized, unified leadership of the CPC Central Committee centered on Xi Jinping, steadfastly safeguard the authority, the core and safeguard and carry out the Military Commission chairman responsibility system, and steadfastly follow the instructions of Chairman Xi, be responsible to Chairman Xi and reassure Chairman Xi. It is required to strictly uphold the political discipline and political matrix of the Party, constantly enforce full and strict discipline, deeply carry out the efforts to improve Party conduct and uphold integrity and anticorruption struggle, and investigate and deal with flagrant violations of laws and discipline severely. It is required to be politically correct, bear the overall situation in mind, observe discipline, steadfastly embrace, actively support and consciously get involved in reforms, and do whatever one can to ensure reforms are carried out properly and smoothly by following instructions and decisions made by Chairman Xi.
Zhao Kezhi emphasized that it is required to stick to the people-centric development philosophy, firmly establish safe development ideas, and endeavor to prevent and control fire safety risks, and safeguard lives and properties of people. It is required to strictly fulfill the fire safety supervision duties according to law, strictly identify and deal with various fire safety hazards, steadfastly prevent and contain catastrophic and major fire accidents and minimize the “small fire” casualty accidents. It is required to deepen the comprehensive management of fire safety, actively promote socialization of fire safety efforts, intensify publicity and education on public fire safety, and endeavor to construct a public fire safety governance structure featuring social co-construction, co-governance and sharing. It is required to strictly carry out the Administrative Measures for Implementation of Fire Safety Responsibility System, push the efforts to improve provincial-level government performance appraisal and evaluation system for fire safety work, and seriously hold those accountable for failure to perform or performing fire safety responsibility otherwise than according to regulations.
Zhang Kezhi required that work effectiveness should be firmly established as the only fundamental standard and greater efforts should be made to strengthen technical and tactical research, beef up hands-on training, strengthen specialization efforts, establish the can-do belief, practice hard to overcome difficulties and endeavor to raise the professionalism level of fire fighting and rescue. It is required to always focus on building up the groundwork, and lower the gravity, strengths and safeguard measures to solidify the foundation for long-term development of the fire services. It is required to greatly advance infrastructure construction such as fire stations, fire hydrants and other public fire protection facilities, strengthen efforts to develop and apply high-tech firefighting and rescue equipment, actively advance the buildup of fire personnel at the primary level, grow and expand various forms of fire personnel, and construct a firefighting and emergency rescue force system that covers urban and rural areas and terminals. It is required to greatly carry out the strategy of revitalizing police forces through science and technology, fully pursue the “smart fire safety” drive, make comprehensive use of data, IoT, AI and other new technologies to deeply carry out fire safety assessment, risk prediction and disaster warning, in a bid to make the fire protection efforts more intelligent.
Party committee member of the Ministry of Public Security and Vice Minister of Public Security Li Wei chaired the meeting and made work arrangements. He required that the fire safety responsibility system should be further improved by carrying out the Administrative Measures for Implementation of Fire Safety Responsibility System; always maintain a tough position in identifying and dealing with fire hazards, make every possible effort to prevent major fire, reduce casualties and minimize the total numbers; constantly build up the groundwork, and effectively enhance the overall ability of the society to resist fires; hold fast to the work effectiveness as a yardstick and constantly increase the skills and capabilities of forces to win uphill battles.
Deng Weiping, member of the Party committee of the Ministry and head of discipline inspection group of the Central Commission for Discipline Inspection at the Ministry, attended the meeting. Main officials of related entities of the Ministry’s organs, chiefs of bureau of public security of railway, the Ministry of Transport, CAAC and forestry bureau of public security of the State Forestry Administration, chiefs of departments or bureaus of public security of provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps, heads of fire brigades and political commissars took part in the meeting.
